What can he be up to? It is not like he threw a dart and it landed in Abu Dhabi. What arrangement has he made or is he making with the oligarchy? When a master-mercenary moves to a third world country, that can only mean bad news for someone. That is what mercenaries, or former mercenaries do: they always participate in zero-sum games.
