US Secretary of State Hillary Clinton signed an order on Monday approving the extradition of Panama's former leader Manuel Noriega to France, where he is wanted on money-laundering charges……”

Sudan's President Omar Hassan al-Bashir, who is wanted by the International Criminal Court for alleged crimes against humanity, has officially been declared winner of the country's first multi-party presidential election in over two decades……”

Of course he won: Sudan is part of the Arab world. Ever seen an Arab leader, those few dictators who hold fake elections, lose one? They only lose wars, all their wars, these Arab depots- then they keep on buying more expensive weapons systems so that the losses will be even bigger next time they lose another war.
In any other part of the world, a leader who is wanted internationally for criminal activity would be forced to resign. If he doesn’t resign voluntarily for the sake of his country. Except in the Middle East, in the Arab world, where the dictators and potentates cling to power. Until death do them part.
There is no such thing as a cling-free Arab leader (or bureaucrat for that matter).
