It should be a hoot, this summit. Not any more productive than others, nor less productive. But Qadhafi will have many lower-level representations at his summit, if that can be possible in a summit of oligarchs and life-time dictators. There is at least one leader who is wanted as a criminal (Sudan’s leader), and several others who should be wanted as criminals but probably are not, not yet. As for the rest, well, I better zip it before I get in trouble…..
