The State of Law alliance (al-Maliki) has filed a complaint that a high official in charge of election data counting, Hazem al-Badri, has been found out to be an active and close Allawi ally and may have transferred more than 100 thousand votes from al-Maliki alliance to the Allawi Iraqiya group.

Which may explain the surprising performance of Allawi, whose group is based largely on Sunni Arabs (about 15% of the population of Iraq).I noted in an earlier posting that the only way Allawi can win is if there is a software malfunction. My fatwa that Allawi will not become prime minister of Iraq still stands (it is based on simple math).
