Saudi Arabia and the UAE: The Prince Nayef Doctrine?

“He added that the Emirate model of political, cultural, and economic openness contrasts openly with the Saudi model of keeping things just as they are.....”
That is one princely 'dis' of the Prince Nayef Doctrine if I ever saw one.
